About Juntos
Our Mission and Purpose
At Juntos Colorado, our mission is to empower and connect individuals dedicated to serving the Latino community through local government. We strive to create a supportive network that fosters growth, learning, and collaboration among our members.
In Spanish, "juntos" means together, and together, we want to make our Colorado chapter a thriving community of people dedicated to serving through local government, learning, and networking. And while this network was designed for the Latino community working in government organizations, that does not mean you have to be Latino to join. In fact, because we all work and serve the Latino community in Colorado, this is a great opportunity to make connections with others who are in similar roles across Colorado and even the nation.
The purpose of the Local Government Hispanic Network is to encourage professional excellence among Hispanic/Latino local government administrators, to improve the management of local government, to provide unique resources to Hispanic local government executives and public managers, and to advance the goals of professional, effective, and ethical local government administration. The Network works with other organizations such as the International City/County Management Association (ICMA) which shares common goals.

Joe Camacho brings a strong background in education and equity, with years of experience supporting low-income and first-generation students. He has led equity initiatives across sectors and most recently served as the Race Equity Coordinator for Adams County. As Chair and a founding board member of Juntos Colorado, Joe has helped build the chapter from the ground up—partnering with municipalities to grow membership and successfully launch both the inaugural and second annual conferences. Joe is driven by the mission to ensure communities of color have a seat at the table. For him, Juntos is a way to give back to the community that shaped him and to create pathways for future Latino leaders. Outside of work, you can find Joe on the golf course with his wife and two daughters—his favorite playing partners.

Joy Vigil served 15 years as a secondary and higher education instructor before transitioning to local government in 2022 with the City and County of Broomfield’s DDEI Department. A founding member of Juntos Colorado, she was elected Vice Chair of its board in 2025 to support regional local government professionals. A proud Latina passionate about community and mentorship, Joy is also an avid runner and "Disney adult" who loves spending time with her partner, Andrea, family, and two cats.

Adriana Maldonado brings more than 20 years of experience in digital engagement and software management, including over 12 years serving in local government. As a founding board member of Juntos Colorado, she has played an integral role in shaping the chapter’s growth and establishing it as a dynamic and impactful presence within the local government community. Passionate about innovation, relationship-building, and community engagement, Adriana leads Juntos Colorado’s digital platforms and enjoys sharing her knowledge of technology and digital tools that can strengthen and benefit Hispanic/Latino communities, while fostering meaningful personal and professional connections among members and leaders. Outside of her professional and community roles, she treasures time with her husband, two children, and beloved family pets, drawing inspiration from her strong family network, cultural heritage, and commitment to community.

Ana Silvia immigrated from Mexico City at the age of 13, an experience that shaped her deep understanding of what it means to rebuild one’s life in a new country while navigating language, cultural differences and systemic barriers. A Daniels Fund Scholar, she earned a bachelor’s degree in International Relations with a focus on Latin American & Gender Studies, and double minors in French and Spanish. With 16 years in public service- including 11 in local government- Ana Silvia has led equity efforts addressing gender-based violence, immigration, housing access, policing, and legal representation within systems and institutions. She has a deep sense of connection to her Latine and Mexican community and understands that raising the next generation of leaders who look like her is crucial for the advancement and collective power in her community. Her role on the Juntos Colorado board allows her to amplify Latine leadership and advocate for inclusive, community-driven change. Beyond her professional life, she feeds her soul through water, movement and dance, which led her to become a principal dancer for ArtistiCO Dance Company in 2022, performing on prestigious stages like Ellie Caulkins Opera House and DU Newman Center. She cherishes the ability to travel to her home country and bring her children along to explore the beauty of familia, culture and traditions.
